Despite downgrade to a storm, Ida pummeled East Coast states

The U.S. East Coast is grappling with historic flooding and tornadoes. At least 40 more deaths have been linked to storm Ida since it struck with new fury Wednesday. Other than Louisiana, flooding is also bad in parts of the northeast and the mid-Atlantic, including Philadelphia.
